I would look for board shorts (some reach all the way down to your knees) and then just wear a t-shirt you don’t care too much about over it (a PJ shirt maybe?). They sell boardshorts at PacSun and Billabong.

You can also buy your kids “protective” suits to swim in. They are made for swimming, but have longer arms and legs. They protect the kids from UV exposure.
